The Unmet Demand Register was developed
by the Barwon Respite Network as part of the Respite
Service Development Project to gauge the level of unmet
need for respite services across the Barwon region.
Who is a carer?
A carer can be a family member or a friend in a voluntary
role of providing care for a person who is frail, aged or
terminally ill, or someone who has dementia, a disability
or a mental illness.
What is 'respite'?
For the purposes of this data collection form, respite is
defined as any type of break from the caring role that improves
the carer's wellbeing and assists that person in their capacity
to continue to care for the care recipient.
Respite can be:
- in the carer's own home,
- in a specialised Residential Respite Facility,
- other flexible out of home respite options,
- other flexible overnight options,
- planned in advance,
- in response to an emergency or crisis,
- in response to social needs,
- recreational - participating in the community, and
- it can be with or without the care recipient.
What is an unmet need?
An unmet need is any request by a carer for any form of
respite that cannot be fulfilled by the service provider.
This may be due to lack of funds, availability of beds,
ineligibility, waiting lists or other constraints services
may have, and for any other reason.
How is this data used?
The Barwon Respite Network Project Worker collates the information
and provides this data on request to any organisation in
the Barwon region with an interest in respite services.

Who can use the Unmet Demand Register?
The Register can be used by Support Providers & Case
Managers or any organisation that provides any type of respite
care. Please note individuals or organisations must be located
in the Barwon Region of Victoria.
